The first part of a comprehensive survey of international law as the normative factor in international relations, to be continued in IR 304. The basic legal concepts are described and explained, together with a view of prospective developments. Rules of law are considered in their political, economic and cultural contexts, while emphasizing their normative character and the elements of legal reasoning.
