IE 490 is your first taste of doing real research instead of just solving textbook problems — you pick a faculty advisor before registration, settle on a question in IE or OR with them, and spend the semester actually working on it. The structure is light: define a problem, dig through the literature, write a proposal, then grind through independent study toward a final report and presentation. Think of it as the on-ramp to IE 491 and a kind of mini-thesis, where the point is less the result and more learning how to scope a problem, read papers critically, and write up findings like a researcher.
